Dear Sir/Madame
We are pleased that you had contacted us. While reading your letter we realized that you had been misinformed (as far as we know).
We would like you to give us more information about how you came to the conclusion that in Serbia stray dogs and cats are being killed for 50 Euros per piece.
Since we were contacted by the Societies for the protections of the rights of animals in Serbia, we made an enquiry of their statements about the killing of the animals, and we are still checking that information through our Municipal Prosecutors Offices throughout Serbia.
As far till now we haven’t got any confirmation from the field that this cruel killing have been committed, but we received information that there has been several prosecuted cases in front of the courts throughout Serbia, for the committing of the criminal offence prescribed by the article No 269 of the Criminal Code of Republic of Serbia.
That is why we need some more information from you or, even better, the evidences about the killing of stray dogs or cats in our country, in order to prosecute these cases.
I am not sure if you are familiar with Serbian Criminal Code-article No 269, which regulates this matter.
Article 269 of Serbian Criminal Code states:
‘Who, against the regulations (like Law on veterinarian and Law about animal health) tortures, injures and kills an animal will be punished by fine or imprisonment not exceeding 6 months”.
That means, that by the regulations the killing, actually euthanasia, of dogs and cats is allowed only in strictly prescribed situations by law, such as – cases of serious infective deceases like rabies and on, when the animal is aggressive and have bitten the person, badly injuring him-etc.
As far till now our investigation showed that in Serbia mass killing of stray animals isn’t happening, it’s quite contrary.
As you may know, during the 1990‘s in this region was the war. Serbia accepted more than 100.000 refugees and the country is economically exhausted. Thus, our country have to deal with many problems, both economical and social, and we do not posses sufficient financial resources and equipment to take care for the animals as we want to deal with this problem, but we are trying hard and giving our best in solving the problems with stray animals.(For more information about the efforts of our local institutions on this issue you can contact Royal Society for the Prevention of Cruelty to Animals-RSPCA from UK, World Society for the Protection of Animals-WSPA, who have visited Serbia and got acquainted with the situation in Serbia and taken measures). The national television, local TV stationes and newspapers are giving information almost every day about animals and the measures taken in order to take care about stray animals. As we are speaking. in Belgrade there is campaign on of finding the home or shelter for stray animals, and sterilization of stray animals.
As for the wild animals, Belgrade ZOO park is giving for several months babies of wild animals to citizens of Belgrade willing to take care of them, and those animals, during the stay in homes of the families in Belgrade are under constant medical care, and when the animals grow up they are returned to the ZOO. There is one famous case in Belgrade ZOO park. Baby tiger, because of the stress and fear caused by bombing of Serbia and Belgrade in 1999, have bitten his two paws, and now is still hobbling, in spite of all possible medical care.
We are willing to investigate this matter thoroughly, and any kind of help from you would be more than helpful.
We would also like to inform you that we have had a meeting with Ms Laura Pontini, vice president of OIPA from Italy, and we informed her about the situation in Serbia, and discussed possible measures for helping us in order to solve this problem

Mrs. Gordana Stojanovic Milosevic,

We were shocked with your reply letter to one of our colleagues, Animal Advocate Zelda Penzel. Your letter was full of misinformation's regarding horrid dog and cat abuse in Serbia.

We want to inform you that all our questions sent to You were supported by crucial evidence and documents (attached to this letter) which are more than a proof for our claims that Serbian Authorities ARE exterminating Dogs and Cats (ranged as Pets – in civilized world).
We do not have time for pathetic words, as we see that You are trying to hide the truth, there will not be any photos and witness statements accompanying this letter, since you are already aware of them. With this letter we will be brief in our demands for truth to be told.

We are asking from You as a Deputy Prosecutor General of Serbia, to start obeying Law and to open all requests and complaints filed by organizations for Animal protection against felony perpetrators. You are obligated to re-open all cases of animal cruelty and deal with them by Law.
Bases of strong Government are in Justice Systems, and Serbian Justice System is NOT working, because of people like You - not wanting to do their job.
We are giving You very short period of time to reconsider your priorities, and while time is still right to act by Law, Ethic and Moral codes.
Citizens, Organizations, Veterinary Inspectors and Police, they all did their job, and now everything is hidden... ? Who is deceiving the world?
Your personal stance does not matter when it comes to the article No 269 of the Criminal Code of Republic of Serbia, but as we are aware (thru our investigation) You have put Your personal beliefs in front of Law by which You are obligated to act.

In our possession, we have several legally obtained documents and cases which proofs that You are NOT telling us the truth, and we are obligated to react on Your claims that You are NOT aware of stray dog and cat mass extermination and that as far till our letters You haven't got any confirmation from the field that cruel killings have been committed.
As You stated : "euthanasia", of dogs and cats is allowed only in strictly prescribed situations by law, such as – cases of serious infective deceases like rabies, when the animal is aggressive and have bitten the person, badly injuring him-etc.
We are asking You, after seeing the evidence, were all 3185 Dogs (killed in Novi Sad-in the year 2004. ) aggressive and infected..?

Mentioned connotations in Your letter related to war have noting to do with present situation, nor animals have anything to do with what humans caused, again You are using your own perception, forcing Your own opinion.

When it comes to Belgrade Zoo, Maneka Gandhi stated that is the worst she saw.
Director of this Zoo is under warrant for illegal activities with animals, infrastructure of Zoo is totally unacceptable and animals in Zoo are under constant watch from world organizations because they are frightened for animals well being. Belgrade Zoo is total disgrace and should be closed TODAY (if possible) and animals should be re homed to sanctuaries (organizations are standing by, but zoo director do not want to cooperate).

We are encouraged by your statement that You are willing to investigate this matter thoroughly, and any kind of help from us that will be appreciated; therefore We are waiting for Your action and will assist You trough Serbian organizations ( arka@eunet.yu , epar@yunord.net , ) as they filed complaints for cases to be processed.
