Decision on pet keeping
Article 11.
Dogs and cats
In the multiple family facilities per one apartment maximum number of dogs to be owned is one and one cat, as for their offspring's maximum is four months.
In the apartment with multiple users, in the facilities from article1, dogs and cats can be owned only with neighbors' consent.
Dogs of following breed can be owned and held in the apartment only with consent of residential council:
German shepherd, Belgian shepherd, rotvailer, Doberman, German boxer, snaucer-big (both varieties), black terrier, Argentina dog, bull mastif, mastiff, Napule masti, perinea mastiff, sarplaninac, Kavkas shepherd, Airedale terrier, American Stafford terrier, bull terrier (normal size), Stafford terrier, as all dogs with mix decedent from mentioned breeds.
Article 12.
In residential facilities it is prohibited to have cats and dogs on balconies, terraces, on the attic, in the garage, shack, and flower gardens or in any commune room, and are prohibited in elevators.
Article 13.
Pit-bull terriers are prohibited on territory of Novi Sad.
Article 14.
In family residential facilities mentioned in article 5. 2.2 and 3. of this decision, and in back yards, maximum 2 dogs and 2 cats can be present and as for their offsprings maximum is until the age of 4 months.
Article 15.
In family residential facilities, from article 5. 2. 2. and 3. of this decision, dogs, must be kept in isolated area with appropriate dog housing or in appropriate dog house chained on a chain which is no longer than 3 meters and not shorter than 2 meters.
Isolated area, or appropriate dog house must be at least 10 meters far away from nearest/neighbor residential or business area.
Article 16.
In commune yards of residential facilities, (from article 5. 2. 2. and 3. of this decision,) dogs can be kept under conditions and on ways assigned under Article 15. of this decision, only with consent of other residents and users of commune yards.
Article 17.
The owner of the dog can take his dog out on leash.
The leash (from act 1. of this article), can not be longer than 2 meters.
Dogs from breeds mentioned in Article 11. Act 3. of this decision can be taken out only if they wear a protective muzzle/gag on snout, and on leash which is not to be longer than 1 meter.
Article 18.
The owner of dogs under breeds mentioned in article 11, in facilities from Article 5. act 2., of this decision, is obligated to put a visible sign "beware of the dog" on entering doors or other visible spots.
Article 19.
Persons younger than 16 years of age CAN NOT go out with dogs mentioned in article 11. 3. of this decision.
Article 20.
The Dog Owner is obligated to mark his dog under accordance with special legislations on dog marking and data collecting of marked dogs.
The owner of dog older than 3 months is obligated to report his dog to veterinary service for registration.
Article 21.
For owning a dog in facilities mentioned in article 5. 2., local communal tax it is to be paid in accordance with decision of Novi Sad City Hall.
Article 22
Dogs are allowed on selected public commune green areas which are chosen by the directive of city management juridical for communal work.
The Act from note 1. of this article, is addressed to basic proposal of Public communal enterprise "Gradsko zelenilo" Novi Sad
Article 23.
Streets up keeping it is to be done by enterprise under contract with Novi Sad City
Article 24.
Dogs can freely move around under owners' control, on selected areas.
Dogs from Article 11. are to move freely only with protective muzzle/gag on a snout.
Particularly, hunting dogs during the hunt, Service dogs during police search, and Shepherds during the work can move freely without protective muzzle/gag on snout only under owners' supervision.
During the time spent on public areas, owner is obligated to have in his possession the Certificate on dogs marking and vaccination.
Article 25.
Un-marked dog, without protective muzzle/gag on snout and without leash, and is happen to be found on any of the public areas is to be considered as "stray" dog.
If marked dog without owners' presence is to be found on any of the public areas he will be considered as dog without supervision.
Every dog whose owner refuses to give his personal documents and certificate of dog ownership to communal inspector on his/hers demand is to be considered as dog without supervision.
Article 26
If a cat or a dog leaves dirt behind them on any of public area or commune facilities, the owner is obligated to immediate clan up after the animal without delay.
Article 27.
The dog/cat owner or keeper is obligated to regularly vaccinate his animal against rabies (in accordance with persisting regulations).
Article 28.
In cases of dogs'/cats' disappearance, the owner/keeper is obligated to report the missing case in the next 24 hours to the enterprise/authorized person in firm for dog/cat catching (which is under contract with City).
The report (from act 1. of this article) must contain the time and location of dogs'/cats' disappearance, breed, close description and name of missing dog/cat, and data about vaccination and marking.
