It is very difficult to work on implementation of Aricle 269 of Criminal Code of Serbia, because Serbian organizations that ARE members of WSPA collaborated always with regime and didn't care about animals.

ARKA and EPAR are fighting with institutions of regime who do mass killing, every day, many years back,,

in the same time Serbian organizations- members of WSPA have nice collaboration with  that institution of regime, giving to them alibi for" humane work", showing off their "diplomas- for dog catching"-received from WSPA, they always get best space in  the newspapers and effective time on television,, and do nice propaganda about "humane "work they do, while mass killing continues- and WSPA never do nothing to stop mass killing. We have big shame, but this is truth. In Pro form, Serbian members of WSPA have brought a criminal charge against single person perpetrators of animal cruelty, but nothing major was done.

 Serbian members of WSPA , never said a word against institutions of regime- while regime is still killing (today too)  thousands of stray dogs and cats.  WSPA members in Serbia even made Association of five Belgrade animal welfare organizations just so they can look bigger and stronger VS real animal activists. These people do not care for animal welfare, they have different agendas….

 ARKA and EPAR had brought many criminal charges against authorities who are involved in this crime of mass killing of stray dogs and cats…but nothing had happened- prosecutors do not want to handle animal abuse cases, they tend to make them "disapear"and stay hidden....

Now, authorities in Serbia, and their collaborate-Serbian WSPA members, have new scenario: "New strategy of control  of stray dogs and cats", but  if You make analysis of financial construction of this "New strategy" You can see that  nothing is new, because  in the same time sterilization is done without marking/ tagging, is done by unprofessional veterierians, dogs are still brutally rounded up for mass killing-  the same dogs that were sterilized and vaccinated, and is all done from money of city budget. If it is really the new strategy, then this strategy must NOT involve mass killing, only mass sterilization. from September 1 ^st  Belgrade kill pound-(public communal enterprise) JVS"Beograd",OVČA, performs numerous sterilizations on stray dogs, without needed knowledge for this kind of operation. Animals are without proper post-operative care, one-two days after operation, dogs are released back on streets, and many, many dogs die from  peritonitis diffus, sepsis.

But almost all newspapers and television stations write and talk in affirmative form about activities of current regime institutions and Serbian WSPA members.

We are in real war for animal rights in Serbia- and situation is worsened by WSPA "activity"
