The absolute power, lies, manipulations and worthless lives

                       ~The Absolute power, lies, manipulations and worthless lives~
The degradation of moral issues, which all of us may witness each day in one way or another, is fully accompanied by lack of value for life itself – be it human or animal. Life has never been so worthless and all of us should eventually be able to figure that out during our usual everyday activities. Treating victims as numbers, that simple increasing and decreasing of dead body counter, has a single purpose of building emotional distance which prevents us having empathy and feeling sorry for victims. Numbers are just numbers and nothing more – they have no name, no face and no personality. Thus, they carry no emotional value.
The organization that represents itself as an organization that care for and have respect for animals – Orca – has recently abandoned their own brainchild project “Info center for animal protection”, thus trying to wash out the dirt and get rid of responsibility for failure of (as they like to call it) “Strategy for solving the problems of abandoned dogs”. They have informed worldwide known organizations like WSPA and RSCPCA about that and stated that the reason for abandoning this project is the pressure that came from other animal protection organizations and individuals. Although many may suspect that the lack of fundings from government institutions for this year might have caused them to cease this project, the true hidden message in that statement is that they were not allowed to work in isolation from any form of criticism or revealing the project files and documentations to general publicity. The truth is that the actions of Orca's info center have shown no improvement since the beginning as their approach to the problem was not correct.
With this Orca's acts, a full freedom has been given to Belgrade city authorities to solve the problem of abandoned animals in even less humane way. The situation in other parts of Serbia is even more dramatic. Although criminal law is precise, also as a farriery low - animal killing facilities (which usually employ mental defuncts or complex healers) are functioning instead of NO KILL shelter (which are legal obligation of local authorities), and no one can prevent that. Many of humans should understand that there is no such problem that can be labeled as “problem of abandoned animals” but that the true label should be “the problem of inappropriate care about animals”. The animals are not guilty that they are thrown away from their homes, but their previous keepers that threw them away on the street for various “justified” reasons are and these are the one that should be punished.
The responsibility for conducting (or non-conducting) the Strategy is now in hands of “Beokom” service – a service that deals with the communication and coordinates relation with citizens. Beokom is run by Snežana Voštinarov who got her degrees on “Environment protection – abandoned dogs” and “Canine cardiopaty diagnosis” courses. She is also a coauthor of “Creosan poisoning” scientific study, works as journalist for ZOV magazine and popularizes the environment protection and methods of proper taking care of raising and keeping dogs. Her helping hand is Vesna Josić, deputy secretary of city secreteriat for enviromental protection, who could not hide her hatred toward animals in numerous public appearances.
The role that non-government organizations should have is to observe and control the work of this institutions and to act as a proxy between citizens and these institutions. Citizens pay their taxes, which are used to fund these institutions and they expect them to work according to the law and ethics, which they all unfortunately try to ignore. This rude acts create an impression that citizens are here to fund and serve these institutions and not vice-versa as it should be. For example, Orca has never played the role as it should have – even when they were in position to inform publicity of major malfunctions and improper actions taken and conducted in state services like Ovča dog pound or Belgrade's veterinary station, they have decided to remain silent for reasons that only they might be familiar with, thus covering up ones who are committing a crime and practically committing another crime themselves.
One of the last, tragic events is a puppy that has recently been saved from Ovča dog pound. N.S who lives on Zvezdara, Belgrade and takes care of dogs on the streets, has been a witness of inhumane treatment of animals in Ovča dog pound and sadistic acts of employed veterinarians.
Due to a report issued by “Patris Lubumba” students internat manager, who has stated that dogs in that area attack students, dog pound service has came and collected all puppies that live there. All dogs were harmless, there was not even one aggressive dog, yet, they were all described ant treated as dangerous. How can a four month old puppy be a dangerous dog and a security threat to a human? All puppies have been given vaccines, they have been sterilized, marked with microchips ID and after unnecessary prolonged procedure (which many of them might cost a life) returned places where they have been found. Dogs have been returned ill, exhausted due to lack of food and water in dog pound and wounds that have not been threatened properly, with potential diseases that they might have been infected with as they have not been put in a quarantine.
A puppy named Peggy, four months old has been brought into a private vet ambulance with a febrile seizure with body temperature reaching over 40degrees, exhausted, dehidrated, kahectic. The puppy (as her keepers say) has been collected by Ovča dog pound employees and she has spent there over 10 days. She has been sterilized, a vaccine was given to her and a microchip was implanted. After releasing, she endorses serious health problems that have to be healed with medicaments and symptomatic therapy. The X-ray registered pneumonia (on both sides of the lungs) which have caused some additional problems with the heart. This is all followed with constant diarehia and vomiting. Peggy's body was unfortunately not strong enough to fight with the disease and, despite good will and all actions that vets have took to heel her, she has passed away just 5 days later in severe pains and horror. How many Peggies are out there that none of us know of? They are just numbers, additive factors to an someone's statistic calculation.
The lack of capability and knowledge to solve the problem of abandoned animals in Serbia usually leads to a final solution – the mass murder of abandoned animals. Eurovision Song contest is at hand and many of us who respect and love animals, frightened with the worst possible outcome. This outcome has been eye-witnessed by many of us during previous sport manifestations – abandoned animals have been mass poisoned and ones who comited this crime have never been found and brought to a court of law. Unresolved situations like these leads us all to a suspicion that the one who is behind the scene of all this inhumane solutions is either a city or a government institution which have wanted to get rid of these innocent beings as quickly as possible in order to accomplish a goal by fulfilling one more condition necessary to organize that sport's or cultural's event.
Hidden behind political situation which is unstable on daily basis, a huge amount of character dirt rises up to the surface and poisons our daily activities, communication and life in general. The desire of absolute power, corruption, greed and lies are so dominant these days that something humane such as honesty, compassion, truth and justice are almost undesirable and unacceptable. To which society we are heading to and who shall be the role model to our children? The same who lays an oath to upholding a low and upholds a crime instead without guilt feeding and legal consequences? Where is justice and does it applies to all of us? Where is the punishment for the guilty ones?

Many shall argue about animal rights activism with the arguments that we have many problems with the humans and that the rights of humans are more important then the rights of animals. But, that is not correct. Protection of human rights accompanies animal rights protection perfectly. All beings whose rights are violated – be it a right of men, women, children, gay population, animals – just want justice that is equal to all and law that can be upholded accordingly. That might lead to a better and more humane society in which no one should feel isolated but equal. That day might be near or far away – time is relative. But we can only get to that day by trying to achieve higher ethical codes, which could become a standard once we are ready to understand the purpose of existence, to respect any form of life and relations that we have with other beings. That day will come, it is just a question of time when... and it can only be encouraging and inspirational to fight for a proper cause.

BELGIAN GROUP 'ISHTAR' VISITING BELGRADE ZOO

Belgian singing groupe- “Ishtar” visited BELGRADE ZOO and lend the name of their song “O Julissi” to the newborn crocodile??

Belgian group came to compete on “Eurovision” and end up in Belgrade most uglier prison-the Belgrade ZOO. Director of zoo apparently called them to be guests on the day of naming the new born crocodile by their song (this song  is to be preformed on Eurovision). Belgian singers were happy to visit Belgrade Zoo and they happily uncovered a small board (positioned on crocodile’s cage) with crocodiles new name on it. After it Belgian singers sang their song- in ZOO!

It was unnecessary and totally wrong to visit Belgrades ugliest prison-the ZOO, animals in Belgrade zoo are victims and are living in catastrophic conditions.If You do not remember how Animals in Belgrade ZOO look like, see this page: www.action4animals.bravehost.com ,www.kampanja.bravehost.com

P.S. As we later heard from our friends/BITE BACK/Belgium, the music group-ISHTAR gave donation to Belgrade zoo/ donation was in money- to secure food for crocodile (for next 3 years)  ~~~~~~~~~~~ report by:C4SAIN Team/Belgrade ~~~~~~~~~~~~~~~~~~~~~~~

ANIMAL RIGHTS IN SERBIA

IMPORTANT  INFORMATION ABOUT ANIMAL RIGHTS ACTIVISM

IN SERBIA/ 2008.

Serbian Independent activists for animal rights on TV Metropolis

Tuesday, May 13. 2008. / 10am

“Leap into reality”

Animal Rights activists made a big leap over the high barriers with journalist and leading face of the morning show “Start” Dusan Micovic popularly called Duje.

Duje gave the opportunity for animal rights activism to be heard and along with words about AR activism- the animal voice came through.

Independent Activists for Animal Rights Serbia in 10-15 minutes tried to covered several topics, by answering on questions which Duje prepared for his morning talk show. We started by answering on questions about animal rights activism and about the difference in the animal welfare and animal rights. Vivisection and IAMS/Eukanuba animal testing were next topic (+clips from short film “Bridges” was shown publicly); then we explained a bit about our “meat-less Fridays” actions and circus boycotts which both are planed for near future.

Generally, we called on compassion and action, gave public notice that we do not want animal circuses in Serbia and introduced AR idea.

As we heard, prior this morning show, that the “protest note” from importer of Eukanuba/for Serbia was send to one of the newspapers in which they stated that IAMS food was not tested in laboratories and that people should stop spreading those lies about it-that’s why our activists openly called manufactures/importers of IAMS to give proof that they do not test their food on animals (in labs.)

TV Metropolis and Duje gave us good treatment and we would be happy to be their guest in near future, Animals depend on our voice and we will give our best for their voice to be heard.

CIRCUS- in Serbia /sezone 2008.

This year, we are facing the same problems with local circus :Corona/Moscow. This Circus abuses Animals and operates in Serbia fot the past several years...
we got realy tired of them.~~~~NO MORE ANIMALS IN CIRCUSES!!!! PLEASE JOIN US AND HELP US TO MAKE THIS CIRCUS STOP TORTURING ANIMALS.~~We are calling on PROTEST against this circus with live performing animals!~~~

PROTEST against circus: Belgrade/June 16. 2008./

After numerous complaints sent to Zemun multiplicity (the only part of Belgrade where circus “got permit from multiplicity authorities” ),complaints  to the veterinary inspections and other relevant institutions- Street protest was next:  NO MORE ANIMALS IN CIRCUSES!

PROTEST AGAINST CIRCUS MOSCOW WAS HELD IN FRONT OF THE CIRCUS TENT- CIRCUS OWNER MARIJA was very rude to our activists even showed her "f" finger to one of the activist who took photos of animals under circus tent.. Again tons of lies were served from the circus clan "animals are not abused, we love our animals, we use only domesticated animals"..

 > (on the protest day- most of the animals were hidden away, but activists managed to shoot some videos and photos: http://www.youtube.com/watch?v=HsxM8h3JkVM , http://picasaweb.google.com/nephillia/CircusCorona2008,) photos and videos (made several days prior this protest) clearly show that Tigers, Lamas, Panthers.. and other wild animals were in caged around the circus tent.

   >One of independent activists Olivera talked to the circus kids- (those kids  "work" in circus) after they took several leaflets which activist were handing out  and they wanted to tear them and throw them on grass.. After the short conversation with them/ Olivera managed to get them promote our poster , and made them gather leaflets they had previously throw on grass..

  Over all imperssion on protest- is good, activists left protest with grudge in their chests- because Animals were left in cages---

We will come back and will proceed protesting against this horrible circus..  We are not stopping and are calling and writing to the relevant institutions untill this circus is banned for good.
NO MORE ANIMALS IN CIRCUSES!

   <(Animals live in feces and urine), circus leave unhealty grass as area is soaked with feces..) (storage ? "room">

Dear Sir or Madam:

I am writing this letter to express my concerns for Animals that are held against their will in the International Circus Moscow-which is now a guest of Belgrade City. All Wild animals that are part of this Circus are in bad shape and piled up in small cages.  They are mistreated and abused. Concerned citizens have been asking organizations for animal protection to put a stop to the suffering of those animals, but organizations are not those who can help this time. I want to appeal to your position and ask of you to ban those Circuses with live performing animals, circuses with mini zoos and those who use animals in "entertainment". I would like to point out that any circus with Animals is cruel.

The animals may be confined for hours, even days, in their traveling cages. The trainers use different training methods that are considered very inhumane.  Whips, spikes, hotshots and electric shock devices are used to get the animals to do tricks that are unnatural for the animals.   Further to that, a circus with Animals is also considered dangerous for the public. *as an examples I will give You data which can be found in newspapers and on internet)Between 1990 and 1999, there have been 47 persons who have died as a result of wild animal attacks.  In Argentina,  there are many such examples as the one from San Pedro, Province of Buenos Aires, where two lions escaped where they hurt and killed some people.  In April 21, 2004, in Laferrere, a tiger escaped from the Romanian Circus killing one worker.  In August 2005, a bear from the Coronel Dorrego traveling circus, attacked a 10 year old girl who got too close to his cage. The bear bit her and two of her fingers had to be amputated later.

It is shameful that the Belgrade City allows the Moscow Circus to perform with animals.  Allowing this circus, or any other circus, to perform with animals is against the Animal Protection Law enforced in your country. I ask respectfully that the authorities of Belgrade become part of the group of cities in this European region that have banned the use of animals in circuses, like Croatia ,  Slovenia did several years ago, Hungary as of 2007.. We have moral responsibilities to all animals. Allowing a circus to perform with animals is allowing and promoting cruelty to animals. Please do not let this happen.  The brutal and inhumane treatment of animals behind closed doors MUST be stopped once for all.  Please do not give any more approvals for this Circus to become the guest of Belgrade City, this CIRCUS is cruel and is not a humane and interactive way to have fun, which children crave for, there are so many different options for kids to have fun, to get into interactive games and trough those games, tomorrow to grow up into humane being, worthy to be called citizen of Belgrade.

Sincerely, (Your name&info)

Serbian Animals: Campaign 2008.= LAW& ORDER& JUSTICE FOR ALL

          LAW & ORDER & JUSTICE FOR ALL memedovic-hajka8web.jpg

A new law regarding 'animal welfare' is being presented to the Serbian parliament in the next few weeks. The Serbian Government is claiming that the new (proposed) legislation will be excellent because, animals (ie street strays) which have been rounded up by the Serbian authorities will be kept in pounds for 30 days before they are destroyed. They declare this is much better than many EU nations, who kill animals after 7-15 days. This is the 'sweetner' being used to push through the new legislation – ie. Serbia is better than much of Europe because it keeps animals alive for longer.
The proposed legislation, which will be Article 73., states that after 30 days, stray dogs and cats can be euthanased if nobody adopts them.

Smederevo/Serbia
What this legislation will do is, stray animals the entire length of Serbia who have been rounded up will be killed after maximum 30 days in the local pound, and if they have not been adopted, of which there is a very slim chance. From data I have been provided with from inside Serbia, this could mean a potential 1,000 stray dogs and cats being destroyed. There are big concerns amongst Serbian welfare campaigners that animals captured could be destroyed within only a few days, and the necessary paperwork adopted to show animals have reached the end of their 30 day period.

Instead of a time period of 30 days being defined as the maximum for keeping animals within the pound before commencing their destruction, we require that instead of this legislation defines that there is NO MAXIMUM period of time defined by law, and that whit the help and assistance of animal welfare organisations, animals can be kept within the pounds indefinitely,until the necessary sterilisation, vaccination, mark and fitting of ident tags to the animal(s) is undertaken.Then,and only then, can the animal(s) be released back onto the street – as a tampon solution ,if necessary and IF no other alternative such as adoption, can be achieved .
Some Serbian welfare organisations, including EPAR, have written to the Serbian Veterinary Department many times in opposition to this newly proposed legislation. ORCA, Belgrade's animal welfare organisation, has been one of the co-authors of this legislation.
The approval of ritual slaughtering will also be approved if this legislation is sanctioned. ( Article 26., 43., 45. ).
We require : every ritual slaughtering of animals to be banned - because that is the case of the extreme cruelty, and because no God asked for animals to be sacrificed..

                                       Ritaul sacrificion
Article 47. – write about permit of unnecessary experiments on Vertebrata .
We demand : EXPERIMENTS on Vertebrata to be banned, because their results are not significatnt for humans.

Testiranje na zivotinjama
We demand: HUNTING to be banned , as very cruel activity whitch no sports-man can call a sport..

memedovic-hajka3web.jpg Serbia-hunters

Current Serbian national legislation already exists for the protection of stray and street animals. Unfortunately, implementation is being routinely ignored by authorities and politicians right across Serbia. Serbian National Legislation for animals includes:
- from 1st January 2006, the Criminal Code of Serbia. Article 269,
Paragraph 1: anyone who is cruel to, inflicts violence or kills an animal as defined by this law, must be punished by up to a 6 month prison sentence;
Paragraph 2: if suffering or death is carried out on more than one animal, the person who inflicted this suffering can be sentenced with up to 3 years imprisonment.
any person who is cruel, violent or inflicts death on any animal making up the 'special protection' group of animals (as for example, the wolf or the brown bear) can again be sentenced to up to 3 years imprisonment.
In addition to Article 269, Article 46 of the Serbian Veterinary Law declares:
that animals have a right to life. There is no law declaring euthanasia has to be undertaken as a means of stray / street animal control.
each local community in Serbia has an obligation to provide care for abandoned dogs and cats
each community has an obligation to finance stray animal care, including the building of shelters
each community has an obligation to finance sterilisation, medical care and food for the (stray) animals
volunteer prizes can be given as an alternative for payment to people who volunteer and are directly involved with jobs that include the care and protection of abandoned / stray dogs and cats.
Since CURRENT Serbian Veterinary law does not allow the killing of stray animals, money which is currently being used by authorities for illegal animal killings in the communities should actually be re-directed into providing care for those same animals. This is exactly what Article 46 of the Serbian Veterinary Law declares.
The real answer to the massive street animal population in Serbia is for all authorities to adopt a sterilisation programme. Some sterilisation is being done in certain regions but nowhere near enough. Even animals which have been sterilised and are then returned to the street with idents on them to show this, are still being rounded up again by the Shinters (round up / kill teams), put back into the compounds and eventually killed !
This newly proposed legislation will basically give carte blanche to the authorities to do exactly what they want to with animals lives. The 30 day retention period will not be adhered to and many animals will be killed or sold on to the labs before this. Serbia simply sees this new legislation as a way of ridding the streets of stray animals under alleged 'vary good, better than the EU' wording. IT IS NOT, but simply a Passport to the Serbian Government to kill, kill,kill.
Once this legislation has possibly been approved, Serbia will then press on for Accession (membership) of the European Union.
At a meeting with campaigners this very week,mrs Sanja Celebicanin-Chief of Veterinary Inspections of Serbia , declared that e mail correspondence is NOT counted as useful by the Serbian authorities/Government; only hard (written) mail.. Her address is:
Sanja Celebicanin, Nacelnik Veterinarske Inspekcije, Uprava za veterinu
Omladinskih brigada 1, 11070 Beograd, Serbia
She asked that people do not to write her as much as they have done because she was very busy, clearing the way for street animals to go to the labs no doubt !

sacrifice of Dogs-The truth behind the Famous Serbian music festival EXIT/Serbia

photo by ARKA.org > dogs died for this?
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
PLEASE FORWARD TO THE RELEVANT NEWS DEPARTMENT
The truth behind the Famous Serbian music festival EXIT, which has finished today the city of Novi Sad and the cruel massacre of dogs in it's "honour" organised by city's mayor Ms Maja Gojkovic who will enter the history as the biggest animal killer
For the past few years, during the month of July, Serbian city of Novi Sad has been becoming one of the most popular destinations for music festival lovers across the Globe. International music greats such as Prodigy, Billy Idol, Lauren Hill, to name a few, have been performing for the thousands of youth from across the globe, during the 4 days every July.
However what has been happening behind the public eye is a mass slaughter of innocent stray dogs, all in the sake of so called Cleanliness for the city of Novi sad, which has been organised by the city's mayor Ms Maja Gojkovic, who in attempt to impress the festival goers with the city, committed this dog massacre.
The stray dogs have been picked up by vans and taken to so called buildings for the city's cleanliness and killed by having injections of detergent injected straight to their hearts or the alternative way by being buried alive.
Various associations for animal lovers have been trying to stop this and make this revelation public, but all the attempts have been unsuccessful and yet more dogs are being killed every day.
This is an appeal to the BBC for help. We need to stop this and make it public. None of the Serbian authorities are willing to help.
We can provide more information and should you need any please do not hesitate to contact me at your convenience.
Thank you for your consideration
Sincerely yours
Dog Sacrifice in the name of the sport manifestation
Belgrade authorities announced (thru media) a big roundup of street/abandoned Dogs.
Reason for this «street cleaning» is a sport manifestation «The European Olympic Youth Festival”  (will be held from 21 to 28 July in Belgrade. )
The European Olympic Youth Festival 2007. is organized by Olympic Serbian Committee (More about “ The Olympic flame in Belgrade” > http://www.oks.org.yu/defaultEng.aspx
text On Serbian: http://www.oks.org.yu/AspVest.aspx?VestID=107 )
Belgrade
authorities practice “street cleaning” for every manifestation they host, this “cleaning” means that all street dogs residing in the area of planed festival- has to be gone. Many are killed by inhumane methods (and you can read about those methods here: www.c4sain.bravehost.com/Reports.html >   those are past cases for which we have documentation)
and some Dogs do get bought off from shinters/dog catchers - but meny suffer badly by the time they were held in city kill pound “OVCA”.
Shinters/dogcatchers are not animal control agency- they are communal enterprises working on controlling the pest population and are using poisons and other chemicals (like T-61) to kill unwanted Dogs.
If those young people (that are to take participation in this Festiva ) knew what is happening just so they can come in
Belgrade and play some game, they would never come.
If those sportiests knew for this massacre of abandoned Dogs, they would not play the game.
If You feel like voicing your concerns for
Belgrdae street Dogs-
Protest against circus with animal acts- Jun 03. 2007. Belgrade
      activists
Protest  AGAINST THE CIRCUS WITH ANIMAL ACTS-  (03. Jun 2007. ) BELGRADE>>
Independent Serbian Activists, Young Artists, and one of Belgrade’s animal welfare organization held PROTEST AGAINST THE international circus ''Moskva'' ( “Moscow”)
Date: June 03. 2007.
Time: 5pm- 8pm,
Location: Belgrade, Zemun-In front of the circus tent>>>
zongla team and activists protest photos : >> fotografije sa protesta    +reactions in newspapers: >  Reakcije u Novinama
*On the beginning, Circus workers verbally attacked one reporter of FOX television, nearby activists rushed to give assistance and help FOX reporter (reporter wanted to take photos of white horse which was held without water) and then police got into argument between reporter and circus workers.
Circus workers said that they are about to call their embassy (Russian one) and ask for protection of Russian artists which we did not attend to see at all, we only wanted to take photos of animals that were in our eye-reach.
Circus people told police that activists and reporter were "tress passing" on their property?
  During the peaceful interactive Protest, Activists were attacked by circus workers several times. One of the girls/activist ( on photo: "meat is murder"  T-shirt)was attacked and grabbed by hand, shacked violently and threatened that her head will be chopped off if she comes back again, she was just leafleting
activists
  "Stani Pani Kolektiv” and "Sarena Laza” held their little circus performance and showed that circus can be interesting and fun- without animals involved in performance.
zongla team
activists
   Why and what did  circus workers attend to stop? peacefull protest on public area which they occupied with feeces of poor incaged animals!? take
* more photos from protest>>>  Fotke @Olivera 2007.
+++++Our reasons to protest:white horse
White horse on 30C +without water  ***(We could not stand seeing him thirsty in that hot wooden container, so we managed to find the bottle of water (from near by café bar) and poured it into his bowl. One of activists stayed in front of gate & talked to him gently…)
wolf
Caged Wolf (in red circle)-
Around the “cage” there was a big stinky pool mixed of dung and urine which trapped shoes of one activist. **** ( One hour before this protest started, two female activists went to see animals and how are they taken care off. After this “wolf photo” was taken, one of the circus workers attacked and chased our activists from this green area where “cage” of this wolf was located.. Circus worker chased activists and called police again. (wolf cage is on the outside "border" of circus"  )
monkey in the green box
This photo was taken in front of the gate of Circus...Monkey in miniature green wooden box, pigs and rabbits on left side of photo (next photo is the same location- )pigsLamas
Animals were scattered around the public green area, they were all in bad condition. Public area was occupied with urine and dung (from poor encaged animals) was all over the green area. Location was very dirty and animals were not under control of their "owners"- (People could just come toward animals and do what ever they want, some gave sweets to Lamas and wanted to touch them…)
 As we were informed from newspapers- 2 Camels were sick and Romanian authorities made problems because of that did not wanted to let them pass…
We are asking what is the heath state of animals now, as what activists saw- animals are  held in dirty, small cages, without proper protection from sun , without water....
Over all impression of animals is that they look poor, sad and overused.
 Our actions will not stop with this protest- we are going to file complaints to communal service and to other relevant institutions and citizen services. Our duty is to ban circuses with animal acts- for the sake of animals and Serbian citizens in the same time.
Sample letter> extermination of dogs in Nis (April 2007.)
Ladies and Gentlemen, the video of "shinters"  catching dogs. >>> http://es.geocities.com/madelcargb/serbia.html
 SAMPLE LETTER 1. Subject: stray animals in Nis
Mr. Smiljko Kostic, Mayor of Nis
Mr. Dejan Krnjaic,Director of vet. Beograd
Mrs. Gordana Stojanovic Milosevic, Public Attorney General Deputy,
 Honorable Officials,
People all around the globe are shocked and appalled once more, to learn of your plan to start the killing of stray animals in Nis, again.  Such actions are not only in violation of your own laws, but in defiance of every world humane organization appeal to stop the killing of stray dogs and cats and to instead adopt a more humane and economical plan that would make sterilization, vaccination and micro-chipping of animals, mandatory.
 It is time to join the rest of the modern, civilized world by instituting more compassionate policies toward your dogs and cats, which include spay/neuter (sterilization, desexing), as an official policy, and also, by investing your money more wisely in the construction of well-run animal shelters, so that people can go to a shelter to find lost pets and adopt new ones, instead of continuing the senseless killing .
 Dogs and cats are beloved companion animals.  They are innocent victims of bad policies, government inaction and ignorance.  They deserve better.
 Thank You,
 ~~~~~~~~~~~

Sample letter 2.   To :Mr. Daniel Giuglaris, Head of the European Agency for Reconstruction, And other Members of the European Parlement

Cc: Mr. Smiljko Kostic, Mayor of NIS

Dr. Dejan Krnjaic, Ministry, Director of the Serbian veterinary dept.

Mrs. Gordana Stojanovic Milosevic, Public Attorney General Deputy

 Dear Mr. Giuglaris,

According to your own words, the EU donated € 30 million to Serbia, to help the country (I quote) "to meet EU standards and make progress along the road to European integration.".

 Now we see that at least part of this money is being used for paying the salaries of brutal dog-catchers (known in Serbia as "shinters") to catch and kill errant animals in a barbaric way . Right now the City of Nis started a shameless catch-and-kill program of errant cats and dogs!

This is unacceptable to us, European and International Animal Defenders. Animals are no garbage, but innocent living beings, deserving our respect. They did not ask to be born but now they are here with us on this planet, and now they have the right to live in peace, just like humans. May we remind you that these EU donations are taxpayers’ money?

 We asked the Serbian authorities several times to act in a civilised and responsible way: to educate the Serbian citizens, teach them to respect animals and punish animal abuse; to launch free or very low cost spay/neuter/return campaigns for pets and errant animals, to provide good animal shelters.

Alas! They refuse to listen to our pleas, they don’t even deign to answer. We repeat : these EU donations are taxpayers’ money! OUR hard-earned money… And we do not want it to be used as blood-money! Besides, we are used to live in a Democracy : we have the right to know and to make certain demands to and from the authorities.

 Please, we urgently request you to intervene in this sordid matter – please! The City of NIS is engaged right now in the mass killing of its stray dogs and cats ! There is no time to loose…

Awaiting your prompt reply, we thank you in advance. We count on you.

Ladies and Gentlemen,

Yes, dear Slavoljub Stanojevic, it is well-known that many Serbians are living nowadays in misery. I feel deeply sorry about this.

 I wish to state that I curse every war, civil or not. I pity its innocent victims, be it humans or animals.

Yes, Ladies and Gentlemen, certainly :also the millions of voiceless animals, because they are innocent in EVERY way.

I hereby salute the GOOD people of Serbia.

LET US TALK ABOUT THE BRUTAL ABUSE OF SERBIAN CATS AND DOGS, ERRANT, STRAY AND FREE ROAMING PETS!

 (As we are aware that some of you are sniggering or going mad right now, we would like to remind you of the historical words of the Jewish philosopher Theodor Adorno (1903-1969) : "Auschwitz begins wherever someone looks at a slaughterhouse and thinks: they're only animals")

Thank you for your answer, dear Slavoljub, and yes, you are right ! NOT everybody in Belgium or in the European Union or wherever is law-abiding. But then they are punished ! In Serbia , take the example of the city of NIS , the officials themselves are infringing the LAW!  Not only the Law of the country, but all ethical laws and particularly the LAWS OF COMPASSION AND MERCY towards defenceless creatures! How sad, how criminal!

 Rabies is the magical word!  The outstanding excuse (and often lie) used by animal-haters!

You say vaccination is obligatory in Serbia, but the (poor) pet-owners cannot pay for it. Well, as Serbia  received millions Euros as a donation from the EU, at least part of it can be used for free vaccinations!  Besides, what about the vaccination of abandoned animals - victims of their unlucky fate?  When, oh when will you launch general sterilisation campaigns???? Dear Slavoljub, Sir, we have given you this constructive and wise proposal a thousand times: sterilize and after a while, the population of stray animals will be stabilised ! How many times must we repeat that spaying/neutering (and returning!) is the ONLY real and acceptable solution? Why doesn't the Serbian Government educate the citizens to take their responsibilities? Why do you prefer violence and death?

Being poor, the war… is no valid excuse.  SHINTERS have ALWAYS existed in Yugoslavia, in the Balkans. But times are changed, and civilised nations abandoned this abominable practise. Nowadays, good people do respect animals . DOESN'T THE GOVERNEMENT REALIZE THAT IT IS MAKING ENNEMIES ALL OVER THE WORLD AND ESPECIALY IN THE EU????? That the country is getting a reputation of merciless savages?????? Which is not very smart in view of a hoped for European Union membership!  Mind you, we are not begging for your loving for dogs and cats, but we request a decent, respectful approach of the Animal Kingdom and that's still lacking in Serbia.

(And what about this horrible Belgrade zoo, where animals are imprisoned in concentration camp conditions?)

We are sorry to say that we suspect the overpopulation of dogs and cats in the City of NIS to be a smoke-screen. We suspect that the unfortunate and defenceless animals to be the innocent scapegoats used by the local authorities to hide their inaptitude to solve the economic problems of the region. How cowardly, how unscrupulous…

Please transmit our mails to the Serbian Authorities and all concerned officials, we thank you in advance. Let us hope that the killing of the already caught NIS dogs will NOT take place. And that the whole killing matter is dismissed.

Awaiting immediate good news about the dogs of NIS, we remain,

Yours faithfully,

Representatives of Animal Protection Society and CEIRI Nis/OIPA banned from meeting

Wednesday, April 18. 2007.

Representatives of Animal Protection Society and CEIRI Nis/OIPA were excluded from meeting because they protested against extermination program/ started by Nis authorities.

Oliver Velicekovic President of CEIRI Nis/OIPA reported that on the meeting held between members of crisis headquarters, Representatives of Animal Protection Society and CEIRI Nis/OIPA were only pointing out that “killing program” will not resolve the problem of street animals and that humane programs are more efficient, but this was not accepted as proposal.

Oliver Velickovic shortly described one screene from meeting “They created a scene like we were in war zone, we could not do a thing....I am shocked-this anarchy in Nis must be stopped ”

*

Crazy as it sounds, but Representativesof Animal Protection Society and CEIRI Nis/OIPA  were overpowered by members of police force and soldiers of Serbian Army! Is this a real war against street Dogs?

" Dog extermination facilityin Nis is closed,suspended by inspection/Ministry for Environmental Protection, JKP Medijana is still trying to get approval to use that facility"  Oliver added.

 * Meeting/Conclusion:  (formal information can be found on Nis official web page)

1. “JKP Mediana” is to be assigned to destroy all “street” dogs.

3.“JKP Medijana” will start destroying animals immediately.
